Semiotics and levels of representation in complex information processing systems

It has been claimed that representational models of cognition are not adequate for explaining the behavior of complex informational processing systems. The reason given is that these systems are not necessarily symbolic and do not obey the rules of a grammar. Can there exist systems that, although representational are not of the symbolic kind? Semiotics has proposed interesting concepts that can be pertinent for modeling such models.
