Problem Structuring in Transport Planning: Cognitive Mapping Approach

This paper proposes a method to analyze the problem perceptions of stakeholders and the structuring of these problems by using cognitive maps. Here, the authors provide two case studies. These case studies reveal the effectiveness of the proposed method. The first case study shows that the successful generation of a potential agenda is possible. The authors also compare the stakeholders’ recognitions by means of an analysis of the problem perceptions of the stakeholders. Additionally, the authors analyze the interactions among the stakeholders by using a reciprocal expectation matrix. The second case study shows that this method is applicable even to disputes within local transport planning with regard to the introduction of a light rail transit system.
