The report documents practices that enhance objectivity, fairness, and transparency of the selection process. Information used in this study was gathered through a literature review, a survey of state departments of transportation (DOTs), analyses of DOT requests for qualifications (RFQs)/ requests for proposals (RFPs), and follow-up interviews for case examples.
