Technical Reports are published to promote timely dissemination of research results by ISVR personnel. This medium permits more detailed presentation than is usually acceptable for scientific journals. Responsibility for both the content and any opinions expressed rests entirely with the author(s). Technical Memoranda are produced to enable the early or preliminary release of information by ISVR personnel where such release is deemed to the appropriate.
