A strategic decision value model for cloud computing in Saudi Arabia's public sector

Cloud computing is rapidly becoming the platform used by government agencies for delivering their services. However, for various reasons, cloud computing is still not widely adopted in Saudi Arabia. Therefore, this paper seeks to propose a cloud decision value model for public organizations in Saudi Arabia. This model will attempt to factor in public organizations' business attributes, financial attributes, and technical attributes to provide a balanced view. The proposed model will support decision-makers in determining whether to invest in cloud computing or to continue with in-house capabilities.
