A Research on High-Tech Parks' Efficiency Evaluation Based on the Heterogeneity of Complex Systems

High-Tech enterprises in the High-Tech Parks and outside the Parks are two heterogeneous systems with different production environments and production characteristics,but both belong to High-Tech industry and have the same objectives and tasks.The relative performances of heterogeneous systems can be compared to reflect the effectiveness of High-Tech Parks established and operated,this work should be an integral part in the performance evaluation of High-Tech Parks.This study is based on heterogeneity of complex systems,and it takes a unique perspective to decompose the efficiency evaluation of High-Tech Parks into two parts(the operational efficiency and functional efficiency),and make an evaluation and comparison on overall efficiency of China's High-Tech Parks in 2010 on the basis of a two-stage DEA model and a combination of the super-efficiency evaluation and improved DEA model.
