Towards a framework for measuring end to end performance of land administration business processes - A case study

Land administration delivery problems, particularly in developing countries, are generally systemic and complex. Requests in land administration are mostly delivered through business processes that run across multiple organizations. Since the delivery challenges go beyond the capabilities of single organizations to solve alone, a multi organizational approach is suggested to detect, assess and improve LA processes. This paper presents a conceptual model for measuring end to end performance of land administration systems based on cross-organizational business processes. The model, which is constructed on six measurement dimensions, is built on a case study of subdivision processes in six urban municipalities, across three developing countries.
