Traditional e-mail system that provide security service always have a problem how to distribute key that have been used. There is because too many key that have been used to secure the message that have been send in this system. This key management mechanisme for e-mail was develop in order to solve the problem involving key management for e-mail system. Using only one secret key for encrypting process for every message sent, plus sending secret and session key together with the encrypted message is the way to solve the problem. Keys which were sent together with the encrypted message are not easy to identify as it was merge together with the message. This mechanisme has overcome problems in exchanging and sharing keys for present electronic mailing systems. By using the symetric key methodology, an environment that is safe for data transmission will be created. Not only the aspects of secrecy and robustness being implemented, this email system will also provide security aspect to the key that will be use. Java will be use to develop the mail system cause it more powerfill and easy to develop web application compare with another language. Using the spiral model methodology and the unified Modelling Language (UML) design technique, it will be expected that these techniques will assist the making of an e-mail system that will fulfill all the needs and benefits all the users.
