New frontiers in procurement and delivery : thought leadership

Finding creative ways to deliver more with less is a central theme for South African infrastructure planners, as they stretch capital expenditure budgets across a wide range of priority projects, none of which should ideally take precedence. The government's National Development Plan 2030 has identified approximately 16 strategic areas, key ones being transport, power, water, and information and communications technology. Funding will come chiefly from public revenues, plus international loans, but can the local public-private partnership platform help accelerate the process in unlocking bottlenecks? It's a case of business confidence and perceived risk, but this model has worked in the past and could be a working platform going into the future.
