The rapid development of emerging technology promotes the development of society and economy. But due to the limited understanding of emerging technology, it is inevitable to exaggerate its role in the process of dissemination and application of new technology, and may even lead to various negative effects. Taking Gene Technology as a typical case, this paper introduced both the positive and negative effects of application gene technology. The authors proposed to embed evaluation thinking in the dissemination and application of gene technology, in order to better guide the decision makers, scientists and the public to make good use of gene technology which is a "double-edged sword", and then to promote the healthy development of gene technology. Besides literature research, a series of face to face interviews to the typical gene technology corporation were conducted during this study, and the qualitative analysis method is applied during the research.
