Traffic Data Quality Measurement

High-quality traffic data is the basic requirement for the applications of Intelligent Transportation System(ITS) to perform its functions.It is essential for ITS industries or administration departments to set up a set of rules to measure traffic data quality.The objective of this paper is to develop a framework of data quality measurement by using objective evaluation method to enable traffic data collectors and users to determine the quality of traffic data collected by the road-side vehicle detectors.This paper recommends four fundamental measures(i.e.,completeness,validity,accuracy and timeliness) of traffic data quality after analyzing the characteristics and reasons for the low quality of the traffic data.This paper also provides methodologies for calculating the data quality metrics.Research results have been successfully applied to ITS projects in Shanghai.
