Method and system for controlling random access

A method for controlling random access is provided, and the method includes that an access network element sets multiple random access backoff values according to the various types of the terminal classification; the access network element transmits a Random Access Response Media Access Control Protocol Data Unit (RAR MAC PDU) to a terminal, and the RAR MAC PDU contains the information of the random access backoff value set according to the classification; and according the type of the terminal itself, the terminal looks up the corresponding random access backoff value in the RAR MAC PDU to perform the random access delay processing. A system for controlling random access is also provided. With the present invention, the access collision probability of the terminal can be decreased enormously.
