A method and an apparatus for measuring on neighboring cells in mobile telecommunication system

A method performing measurement about adjacent cells in mobile communications systems and an apparatus thereof are provided to perform measurement about the adjacent cells for cell reselection and handover and to reduce delay of the measurement without increasing the complexity of the terminal. A received signal from adjacent cells is measured and measurement result values are generated. Measurement related parameters for being applied to measurement return values of first adjacent cells is received from first adjacent cells having measurement result values which exceed absolute threshold signaled from a measurement result base station(531). Final measurement return values are generated. The cell selection or the cell reselection is performed among first adjacent cells.
