PROBLEM TO BE SOLVED: To provide a method for evaluating the location of a production foothold, a physical distributing foothold and a processing foothold in a product and for attaining optimization. SOLUTION: The same product is respectively produced in the plural production footholds on condition that the production foothold is the region adhesive type one so as to communicate it in the region, a route for permitting a parts factory or a product factory to recycle (reuse) materials and parts obtained by a division processing in the processing foothold of the region is constructed in the abondonment stage of the product and also, in the construction, environment contamination substance discharged by a transporting means is considered by including the whole life cycle of the product so as to evaluate a foothold arrangement candidate place. Then, optimum foothold arrangement is enabled in terms of environment and also optimum location for minimizing an environmental load including a physical distribution cost is decided and presented. An optimizing means such as a hereditary algorithm, etc., is used as a minimizing means. A physical distribution system is rationalized and, in result, transportation cost reduction, traffic jam mitigation and air contamination restriction are attained. Besides, a danger management countermeasure at the time of a disaster, etc., or resion industry development, etc., is attained by the plural conversion of parts supply and a product production foothold.
