The Implications of International Capital Flows for Macroeconomic and Financial Policies

This paper reviews the main issues that were discussed at a conference organized by the International Monetary Fund on the "Implications of International Capital Flows for Macroeconomic and Financial Policies." Two general issues received much of the attention: the problems created by large-scale, volatile capital flows, and the policies that could be used to manage the financial and macroeconomic risks created by these capital flows.
