In many cases in Indonesia, big disasters destroy information and communication system causing delay in emergency response. Rapid assessment for data inventory and field situation recording and reporting, is needed to assist evacuation process and aid distribution. For that purpose, a system called RAPID TIMEER is developed and designed to work in emergency situation where there is no power supply and communication network. This system consists of server and client components. Server, a web based application has a function to send instructions, basic data sets i.e. area/point of interest, maps, contacts, forms for client and receive field data observation from client. On the other hand, the client component, a mobile application based on Android platform and compatible with smartphone, has a main function to record data based on the templates that have been given and send back the results to server. For data communication, this system use independent media such as radio links, wireless sensor network, mobile base transceiver station, automatic packet reporting system. This system can transmit data text, image and voice through radio link. It is found that field observation data can be sent to server within 12km coverage distance by using radio link media communication.
