Pipeline Rehabilitation in the R.O.W. and Easements--Phase "A"

Sewage spills in year 2000 and 2001 along with the San Diego City Council's and City Mayor's goal to clean up beaches and bays initiated several major projects to update the City's sewer system. The Metropolitan Wastewater Department (MWWD) took the initiative to rehabilitate 10 miles of sewer mains in calendar year 2002, 10 miles in 2003, 20 miles in 2004, and 20 miles each succeeding year to reduce sewer spills. Pipeline Rehabilitation in the Right-Of-Way (ROW) and Easements--Phase "A" project commenced in August 2002 to ensure that commitment for 2002 and 2003 was satisfied. Due to time constraints in meeting the spill reduction and rehab mileage goals, MWWD proceeded with the advertising and starting of work prior to the Closed Circuit Television (CCTV) assessment of the sewer mains. The contract was then developed based on wastewater collections maintenance logs and sewer spills reports. Sewer mains selected for rehabilitation were on a high maintenance schedule (six-month or less cleaning cycle) due to significant root intrusion. Contract quantities were based on the as-built drawings and Field Book data only. This contract is the first of several contracts to implement trenchless technology which reduces sewer spills, maintenance costs, and community impacts, and extends the service life of the City's aging sewer system. The Rehab Phase "A" contract includes video inspection and lining of approximately 27 miles of sewer mains, sealing of 2,615 service lateral connections, lining of approximately 300 laterals, installing 2,615 property cleanouts, and rehabilitation of 682 manholes. The contractor utilized Cured in Place Pipe (CIPP) and vinylester resin to line sewer pipes and a top hat system to seal laterals to create a completely sealed system and keep out root intrusion into the line. The initial Rehab Phase "A" video inspection disclosed a significant increase in quantities from what was originally specified in the contract. In addition, due to different site conditions, the contractor installed approximately 100 new manholes on segments with capped ends to allow lining of these segments. Within the first 13 months of the 18 month long contract, the contractor installed 23.6 miles of CIPP, installed 2,128 sewer lateral connections, lined 503 laterals, installed 1,657 property cleanouts, and rehabilitated 421 sewer manholes.
