A Simulation-Based Methodology for Analyzing Congestion and Emissions on a Transportation Network

In this paper, a simulation-based methodology is developed to analyze the effects of two transporta tion control strategies on congestion and automo bile emissions. In particular, two types of road pricing implementations are studied: a Cordon Scheme and a Per-Mile Area Link Charging Scheme. The resulting model is then applied to the metropolitan Atlanta interstate highway sys tem. Finally, the results of the model are ana lyzed, and the extent to which these schemes are effective in reducing rush-hour congestion and automobile emissions is estimated.
