Historical Evolution of Urban Social Administration in PRC

After founded in 1949,PRC's primary social institution had been keeping the civil administration in a pattern of "government-grass root unit" in a long period so as to meet the requirements of planned economy.Such a pattern was beneficial to direct social control and citizen mobilization but,on the other hand,people were therefore shackled and couldn't make fully their efforts for social development.Since the market-oriented reform,a civil administration in "government-community" pattern prevailed gradually to overcome the shortcomings of original pattern.However,it is still bureaucratic to a great extent and hard to change the slack weak in fulfilling necessary tasks for efficient social administration.In 2004,the 4th session of the 16th central committee of CPC put forward a new pattern for social administration,i.e.,"leading by party committee, doing duty by government,coordinating with society and increasing public awareness to participate in social activities".It is a new breakthrough in China's urban social administration and bound to contribute to the construction of harmonious society.
