PJM Interconnection (USA) and Powertech Labs Inc. (Canada) have successfully designed and implemented a Transient Stability Analysis & Control (TSA&C) system at PJM system control center by using new techniques. This is a first real time transient stability analysis and control tool developed for such a large power system. PJM's EMS provides a real time snapshot including power flow case from the state estimator, dynamic data and contingency list to the TSA&C application through Powertech's DSA Manager on a periodic basis, then to each real time snapshot, TSA&C performed transient stability assessment through 3000 contingencies, calculated stability limits on key transfer interfaces, and provided preventive and corrective control actions. This paper discusses the background, requirements, features, architecture, and the application status of the TSA&C system.
