Battelle's methodology for development of the 1980 energy efficiency-improvement target for SIC 32 is presented here for consideration and approval by the Federal Energy Administration (FEA). The overall methodology is summarized as a network chart showing the various milestones and project activities. The methodology generally consists of the collection and analysis of technical and economic information necessary to establish a draft target for SIC 32 and to prepare the draft target-support document to FEA. Battelle will support FEA in the preparation for and conduct of public hearings on the energy targets. Finally, a review of written and oral statements will be made with FEA and, following receipt of written guidance from FEA, a final target-support document will be prepared. The milestones and activities, respectively, are tabulated. These tables provide the flow of the project activities. Both tables are also keyed to the outline of the Target-Support Document. For purposes of this study, SIC 32, which includes cement and clay products, glass products and ceramics, is subdivided according to the 27 four-digit SIC's which exist. Data for each of these subdivisions are included, on: resource information; energy efficiency measures; technical and economic feasibility studies; efficiency measuring methods; etc. (LCL)
