This paper describes a fully-distributed real-time control strategy for signalized networks. The signals make compatible, simultaneous decisions about cycle length, offset and splits, without the support of a supervisory master controller. The feasibility of this concept is explored for simple arterials and open grid networks, using NETSIM and a GPSS/H-based simulation model.
