During the starting process of the turbo generator set, the ultra-high pressure bypass, the high-pressure bypass and the medium and low-pressure bypass are adopted to shorten the starting time of the steam turbine; when a first shaft of the steam turbine is broken down and a second shaft continues to operate, the ultra-high pressure bypass and the high-pressure bypass are adopted to reduce the temperature and pressure of steam for being suitable for parameters of the second shaft, and simultaneously part of the steam in the ultra-high pressure bypass is introduced to a small steam turbine to be adopted as the steam source of the small steam turbine after temperature reduction and pressure reduction; when the second shaft of the steam turbine is broken down and the first shaft continues to operate, the steam enters into the condenser after temperature reduction and pressure reduction through the medium and low-pressure bypass, and part of the steam is introduced out to be adopted as the steam source of a deaerator.
