Research on the Affecting Factors of Constructor Certificate Attachment and Countermeasures Based on ISM Analysis

At present, it is common for constructors to attach their certificates to construction enterprises they don’t belong to. The consequent legal matters and the construction quality problems are worthy of thinking about deeply. The paper summarizes the reasons of constructor certificates attachment phenomenon including the scarcity of building talents, the imperfection of related construction laws and rules, the lack of government’s supervision, personal interests of constructors, and so on. This paper applies interpretative structural modeling (ISM) method to divide the influential factors of constructor certificate attachment into different levels and accordingly puts forward some specific and practical countermeasure system to solve the problems effectively.
