A REVIEW WAS MADE OF FINDINGS ON POPULATION MOVEMENT, REDISTRIBUTION OF INDUSTRY, LATEST INDUSTRIAL TECHNOLOGICAL TRENDS REQUIRING GREATER FLEXIBILITY IN THE MOVEMENT OF EMPLOYEES AND GOODS, AND OTHER RELATED MATTERS.
