Reducing Congestion in Atlanta: A Bold New Approach to Increasing Mobility

This paper discusses the attempts to decrease traffic congestion and increase highway capacity and mobility in Atlanta, Georgia. Investments in public transit, land use changes and carpooling have not paid off substantially enough to be able to reduce congestion in the Atlanta metropolitan area. The paper recommends a new approach - four projects that will increase highway capacity in targeted areas, add toll lanes to a freeway, introduce a truck tolling system, add a double decker tunnel and extend an east west corridor.
