AFRICAN MANPOWER PLANS: AN EVALUATION

This report summarizes a study evaluating 38 African manpower plans, prepared in twenty-three African countries during the period 1959-70.' The key question in our evaluation was the following: 'In the light of subsequent experience, how adequate were the various manpower studies in their attempts to estimate the future demand for educated manpower?' In addition, our evaluation attempted to assess the relevance of manpower planning to a wider range of policy issues, past and future, and to suggest how its usefulness to policymakers might be improved.
