Emergency Management Capability Evaluation System in Civil Aviation Industry

Civil aviation enterprises consider emergency response efficiency as a very important factor in order to cope with all kinds of incidents. This paper proposes capability evaluation system of civil aviation emergency management to measure the emergency response efficiency, which includes 11 factors during four emergency management stages. The 11 factors include organization, response plan, risk management, emergency equipment and facilities, training and exercises, et al., which cover the span of beforehand, during the event, after the event. A case study is taken to 60 civil aviation enterprises in north-east area in China. The analysis results show that the capabilities of emergency management are unbalance in north-east area in China. The paper also suggests the minimum competency standards should be established in order to improve the overall emergency management capability. The analysis results also confirm the practicality of the capability evaluation system which reflects the reality of capability issues in civil aviation in China.
