The planning of underground transit systems must explicitly account for construction, operating and fleet cost as well as the level of service provided to passengers. It is proposed that passengers' priority is to have stations located close to their origins and destinations to minimize access costs. Also, subway routes can be relatively unrestricted because of advanced tunnelling technologies. The following two sub-optimization problems are described and solved: (1) location of stations to minimize the sum of station costs and access costs; and (2) choice of routes, based on given station locations, to minimize the sum of passenger travel time, transfer costs and subway fleet operating and construction costs.
