The purpose of this study was to survey the teacher's actual state of ICT usage and educational needs. This study was carried out through literature review, expert conference, and survey to accomplish the purpose. The subjects for the survey were 870 teachers in elementary, middle, and high schools from 87 schools throughout different areas around nation. The questionnaires(10 sets for each school) were distributed and collected by mail. The number of questionnaires collected was 641(73.7%). This study used the SPSS program to conduct a descriptive analysis of the data. The results of this study were as follows. First, factors for teacher's ICT ability were analyzed in 60 different elements. Second, The state of teachers for ICT usage shows instruction(16.6%), educational guidance(7.3%), management(21%), and professional development(12%). Third, The state of ICT educational needs level shows a pattern that teachers represent higher levels of educational needs on ICT for the factors which they shows higher level of significance of ICT usage and lower level of ability.
