Development of geologic seismic regulations and criteria

This paper examines the California Public Utilities Commission's (CPUC's) analysis studies and issuance of permits for construction and operation of LNG facilities. When the CPUC was given responsbility for the LNG facilities, the Commission became immediately involved in the application and review procedure while at the same time preparing regulations for LNG facilities (rules governing: design, construction, testing, maintenance and operation of utility gas gathering, transmission and distribution piping systems). The four level approach to the solution of safety problems adopted by the CPUC is discussed in detail.
