In recent years great attention has been paid to the effective use of resources in the Soviet Union. The factories of the Ministry of Machine tools of the USSR (MMT USSR) use high tonnages of scarce alloy and tool steels, which also produce large amounts of scrap (the amount of high-speed scrap is about 20,000 tons/year). The cost of tool steel rolled products varies from 500 to 8,000 rubles/ ton, but the scrap is bought by Vtorchermet USSR at prices ranging from 20 to, 2,000 rubles/ton, depending on steel grade and type. Thus, developing low-scrap or scrap-free technologies for machine tool production is of great economic importance.
