The invention aims to generate an optimal strategy for crowd evacuation by calculating an optimal evacuation strategy and performing analytic statistics fpr a crowd phenomenon, the crowd density trend of each evacuation path and a key path crowd situation during an overall evacuation process on the basis of the optimal evacuation strategy in the process of simulating large-scale crowd evacuation when a disaster happens. The invention provides a game theory-based optimal escape route generating method for large-scale crowd evacuation. By the method, an optimal evacuation scheme is formed by performing quantitative risk analysis on crowdedness degree factors by adopting a Monte Carlo model according to a disaster radiation region range, the distance from the disaster to an emergency exit, the number of safety measures in escape paths, taking the assessed risk results as the input parameters of a revenue function of a path game, and deciding the choice of the evacuation path through a game theory.
