Abstract This article examines efforts in the USA to initiate and implement a national innovation policy, and from this future prospects are inferred. It is argued that unless a crisis atmosphere prevails for a considerable period the USA will develop and implement neither an innovation policy nor a ‘comprehensive-type’ industrial policy. The reasons for this are deeply rooted in US political values and institutions.
