On the relation between the spectrum of turbulence and the diabatic wind profile

A simple model of the spectrum of atmospheric turbulence using Kovasznay's transfer mechanism in wave-number space leads to a diabatic wind profile which fits the observations well and gives some insight into the origin of the rather large empirical coefficient in the interpolation formulas as given by Ellison, Yamamoto, and Panofsky and by Blackadar and McVehil.
