TherelationshipbetweengovernmentsandtheircitizenshaschangedwiththeriseofICTs.Even ifthesechangescanstrengthentheactiveroleofsocietyinthecontrolandparticipationofpublic administration,thereisariskthatthisprocesscanincreaseexclusionespeciallyindevelopingcountries, mainlybecausealargepartofthepopulationdoesnothaveaccessatalltimestothefacilitiesand servicesprovidedbyICTs.Thisarticledescribese-Totem,asoftwareandhardwareplatformproduced tosupportinclusivee-participationinlargecities.It isalsodescribedthreepopularparticipation initiativesimplementedusingtheplatform,fromwhichhundredsofthousandsofcitizeninteractions wereobtainedfromtheplatform.e-Totemiscustomizedtobeinclusiveandsuitableforuseinsuch awidevarietyofscenariosaswellasbeingusedbysuchasignificantvolumeofpeople.
