This paper proposes an effective solution for improving downlink cell edge performance-fast cell group selection (FCGS) scheme. The definition and features of FCGS are illustrated and intra-node B FCGS and inter-node B FCGS schemes are explained respectively. The advantages of FCGS vs. hard handover, soft handover and fast cell selection are analyzed. Finally, the capacity analyses and simulation results of downlink cell edge user performance of sectoring and non-sectoring cellular system using above solutions are given
