The invention discloses a user authorization method and a user authorization system. The user authorization method includes: S1, dividing users into at least one user group, enabling a head end to generate new authorization information including an authorization time range for a terminal in each user group according to the user group, and sending the new authorization information periodically to the terminal; S2, enabling the terminal to receive the new authorization information; S3, checking whether the terminal includes the authorization information or not, performing a step S4 if not, and sequentially performing a step S5 and a step S6 if yes; S4, writing the new authorization information into the terminal; S5, comparing an authorization time range of original authorization information in the terminal with the authorization time range of the new authorization information, and taking a union set of the two authorization time ranges so that a new authorization time range is formed; and S6, using the new authorization time range to update the original authorization information. By the aid of the user authorization method and the user authorization system, due arrival of the authorization information is guaranteed, 'buffer time' is eliminated, and interests of operators are guaranteed.
