By carrying out periodic reference signal transmission, no matter what mode the relay node works in, the base station can always obtain channel quality information of a base station-terminal link and a relay-terminal link. Therefore, the base station can select a working mode of the relay node from a plurality of working modes according to the base station-terminal channel quality and the relay-terminal channel quality information, generate working condition indicating information for indicating that the relay node works in the selected working mode and send the working condition indicating information to the relay node; and the relay node works in the selected working mode according to the indication. Therefore, the base station can change the working mode of the relay node to obtain higher system throughput.
