The power management device of the electric car comprises a first management module, a second management module and a battery module, wherein the first management module is connected with the second management module and is used for controlling the second management module to be powered on in a delayed mode when a vehicle key of the electric car is opened so that a power-on self test can be conducted on a vehicle control unit of the electric car and for controlling the second management module to be powered off in a delayed mode when the vehicle key of the electric car is closed so that the vehicle data information of the electric car can be stored during power failure, and the battery module is connected with the first management module and the second management module respectively and is used for supplying power to the first management module and the second management module. By means of the power management device of the electric car, the reliability and security of the vehicle control unit are improved. The invention further provides the electric car.
