A model for evaluating the performance of the strategic plan using an analytic approach

Evaluation of the performance of the strategic plans of the organization has been suggested as a tool for controlling the realization of the organizational strategies and goals, and its main goals are the identification and improvement of those points in strategic planning which have functional gaps in realizing the strategies and goals of the organization. In this paper, the estimation of the performance has been viewed as a collective decision-making phenomenon, and an estimation model with the gap analysis approach has been used in which the gap between the future status of a variable and its ideal status is analyzed. A hierarchical chart has been used in order to determine the relation among the elements of the strategic programming, and the SMART method has been used in order to determine the weights of the strategies as well as the weights of the observance indices of strategies. The future status of each observance index of strategy which is located at the lowest level of the hierarchical chart, compared to its current status, is asked from the experts, and this relation has been calculated for the higher level elements in the chart using linear mathematical equations. By the end, a relation is used which illustrates the relation of the ideal status to the predicted status of each index in order to specify the indices with and without priority that should be improved.
