Every curriculum designer operates under practical constraints, such as the student/teacher ratio, the amount of instruction time available, and the limitations of school budgets. Within these restricting boundaries he must maneuver so as to balance competing theoretical considerations, such as these: Can one encourage creative and critical thinking simultaneously? Should more time be spent on conveying the content of modern science or on the methods employed?
