PURPOSE: A device for a scalable application service and a method are provided to apply delivery context(DC) in various terminals and a network environment and extract a secondary component from one integrated document, thereby increasing user convenience. CONSTITUTION: A terminal transmits an application request including DC to a repeater(61). The repeater transmits the received application request to a server(62). The server transmits a first scalable application description language(SADL) document to the repeater(63). The repeater generates a second SADL document by applying a part DC for the first SADL document(64). The terminal generates an optimized application(65).
