Job and Individual Performance Measures and Management

This chapter is about performance measures at the individual (job) level. However, it's nearly impossible to discuss individual performance measures without discussing performance management. Performance management encompasses planning, doing, appraising, coaching, and compensating work done by an individual. So this chapter will necessarily discuss performance management, as well the methods used to develop individual performance measures. To complicate things even more, there is some debate about who owns performance measurement and performance management. If Human Resources owns the performance system, then companies have the wrong owner. Performance measurement belongs to management because it is a management tool. By extension, performance management, a subset of performance measurement, belongs to management as well.
