This paper examines the question of airport ground access in light of the requirements and goals of the Clean Air Act Amendments of 1990 (CAAA) and the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). It explores the regulatory, funding and institutional constraints that hinder intermodal approaches to the ground access problem. Finally, this paper looks at some of the new opportunities for cooperation between airports and transportation planners on ground access solutions.
