Abstract Since the summer of 1998, U.S.- based multinationals have separately geared up for an unprecedented legal wrangle with Europe over the issue of personal data privacy. In some industry sectors, the problem may escalate into a complex trade war that could ultimately paralyze the transfer and handling of sensitive personal data between the United States and all European countries.
