Risk assessment of collision accidents at sea in consideration of human factor : application of collision between fishing vessels and cargo vessels

Most marine accidents related to vessels are caused by human errors, such as mis-perception, mis-judgment and mis-operation in functional systems, which are contributing to safety navigation onboard vessels. In recent years, collision accidents involving fishing vessels and cargo vessels have broken out in the sea off Japan, and have been reported widely and sensationally in news media, and has been lead to a serious social problem. Marine casualty affects a confidence of ship transportation seriously, so improvement of marine safety is an important issue. In this paper, an analytical methodology of risk assessment is proposed according to the guidelines for FSA (Formal Safety Assessment) approved by IMO. And the collision accidents between fishing vessels and cargo vessels, having their high frequency and their enormous damages, are taken as analytical application. Especially in the process of risk analysis, human related factors are extracted through the database which is constructed on the records of adjudication of marine accident inquiry. Number of incidence of crossing situation between fishing vessel and cargo vessel is extracted through ship traffic survey at Kanmon Channel. And, trial calculations of probabilities of collision accidents are attempted through cumulated results by the database analysis and the ship traffic survey. Furthermore, this calculated probabilities of collision accidents between fishing vessel and cargo vessel are used in evaluation of some risk control options which are considered as effective measures against this type of accident.
