It is essential to create and diffuse technology in order to enhance national and industrial competitiveness through technological innovation. From the 1980s developed countries, for example USA and Japan, have carried out technology transfer and utilizing as well as technology development(R&D) which became a worldwide model. This study deals with the current situation of technology transfer and utilizing system in other sectors of industry and foreign countries. Basic direction for the formation of agricultural technology licensing organization is as follows: First, the formation of agricultural technology licensing organization associated with innovative strategy of technology in agricultural and forestry sector. Second, establishing system and mechanism of technology transfer in agricultural and forestry sector. Third, increasing efficiency in organization related to technology transfer and utilizing in agricultural and forestry sector.
