Transportation Security Performance Measures

It is important to assess the expected value of transportation security systems before they are commercialized and deployed. This article describes a framework that organizations can use to prospectively evaluate the technical and operational performance, benefits, resource needs, and impacts of alternative systems. Illustrations of the application of the framework are given for studies on radiation detection systems and screening for pandemic influenza at airports.
