The invention discloses a micro-power grid off-grid energy balance and control device and a method, wherein the device comprises a sampling unit, a central processing unit (CPU), an output unit and a power supply; the sampling unit is used for acquiring signals required for energy balance and control; the CPU is used for determining control instructions according to the signals required by energybalance and control; the output unit is used for outputting the control instructions to a controlled unit so as to realize energy balance after a micro-power grid is off; the power supply is used forsupplying direct current power to the micro-power grid off-grid energy balance and control device; and the CPU is respectively connected with the sampling unit, the output unit and the power supply. The invention switches and removes load or distributed power generation equipment when the micro-power grid is connected or off by monitoring and controlling the power of the load, the power generation and energy storage device, so as to effectively and smoothly control the micro-power grid.
